On order of the Court, the applications for leave to appeal from the December 27, 1999 decision of the Court of Appeals are considered, and they are DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.

Cavanagh and Kelly, JJ., would remand this case to the Court of Appeals for consideration as on leave granted.
