Appeal from a decision by the defendant revoking the plaintiff's permit to conduct raffles and imposing certain civil penalties, brought to the Superior Court in the judicial district of New Haven and tried to the court, Maloney, J.; judgment sustaining the appeal and remanding the case to the defendant for further proceedings, from which the plaintiff appealed and the defendant cross appealed to this court. Affirmed.
