ORDER


This matter is brought before the Court by Defendant Glenn S. Rea. Mr. Rea has petitioned the Court for Habeas Corpus relief pursuant to 28 U.S.C. § 2254. Mr. Rea alleges constitutional violations against the Seventh District Court, State of Utah.

Upon review of Mr. Rea's Petition the Court finds that he has failed to serve the Seventh District Court with process. Mr. Rea has not provided the Court with a Certificate of Process nor any other document indicating that the Seventh District Court received notice of the action. Pursuant to Federal Rule of Civil Procedure 12(b)(5) the Court finds insufficiency of service of process and hereby DISMISSES Mr. Rea's Petition for Habeas Corpus relief. IT IS SO ORDERED.
