On order of the Court, the motions to file briefs amicus curiae are considered, and they are GRANTED. The application for leave to appeal from the June 22, 2001 decision of the Court of Appeals is considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. The application for leave to appeal as cross-appellant is DENIED as moot.
