I have before me a petition for leave to file and proceed on appeal in forma pauperis. On March 30, 2001, I dismissed plaintiff's lawsuit sua sponte because I had no jurisdiction over his claims against the Department of Veterans Affairs and the remaining claims should have been filed in state court. I cannot grant the petition for leave to proceed on appeal in forma pauperis because I believe — for the reasons stated in my minute order-that plaintiff's appeal has no merit. See Lee v. Clinton, 209 F.3d 1025 (7th Cir. 2000).

Plaintiff's motion is denied.
