ORDER GRANTING MOTION TO AMEND COMPLAINT


On April 14, 2003, Plaintiff Aaron Raiser filed a motion for leave to file a second amended complaint. Defendant Utah County opposes the motion.

Docket entry 22-1.

Docket entry 26-1.

Rule 15(a) of the Federal Rules of Civil Procedure states that "leave [to amend the party's pleading] shall be freely given when justice so requires."

Accordingly, Plaintiff's motion to file a second amended complaint is GRANTED.
