Decisions Pursuant to Rule 1:28.

The judgment shall be modified to include a declaration that proceedings pursuant to G.L. c. 123A do not implicate Quintal's rights under the Fifth Amendment to the United States Constitution. As so modified, the judgment is affirmed.
