ORDER

The Court, having reviewed the Report and Recommendation of Judge Theresa L. Fricke, United States Magistrate Judge, objections to the report and recommendation, if any, and the remaining record, does hereby find and ORDER:

(1) the Court adopts the Report and Recommendation;

(2) Defendant's motion for summary judgment is GRANTED (Dkt. 30);

(3) Plaintiff's motion to amend his complaint is DENIED (Dk. 36); and

(4) Plaintiff's complaint is dismissed with prejudice against the City of Seattle and without prejudice against the “unknown police officers.”
