On May 16, 2022, petitioner filed a Motions to Dismiss on Ground of Mootness. However, further review indicates that this filing appears to be more akin to a Motion to Dismiss. On June 30, 2022, the Court received a stipulated decision signed by the parties.

Upon due consideration, it is

ORDERED that petitioners' Motion to Dismiss on Ground of Mootness, filed May 16, 2022, is recharacterized as petitioners' Motion to Dismiss. It is further

ORDERED that petitioners' Motion to Dismiss, filed May 16, 2022, is denied as moot.
