The petition for writ of prohibition is hereby denied on the merits. To the extent that the petition requests that the Court exercise its all writs jurisdiction under article V, section 3(b)( 7), Florida Constitution, it is hereby dismissed for lack of jurisdiction.

Petitioner's Request for Oral Argument is denied.
