SECOND STIPULATION AND ORDER EXTENDING BRIEFING SCHEDULE


The Petitioner and Respondents, through their counsel, hereby stipulate and agree to extend the briefing schedule in this case by one additional week. Accordingly,

IT IS HEREBY STIPULATED AND AGREED that Respondents' Return and Status Report will be filed and served by December 30, 2002; that Petitioner's optional Reply papers will be filed and served by January 6, 2003.

The parties having so stipulated, the above is SO ORDERED. The Clerk is directed to send copies of this Order to all counsel of record.
