By order of October 26, 1999, the delayed application for leave to appeal from the December 4, 1998 decision of the Court of Appeals and the motion to remand were held in abeyance pending the decision in People vBulger (Docket No. 112694). On order of the Court, the decision having been issued on July 18, 2000, 462 Mich. 495 (2000), the delayed application and the motion to remand are again considered. The delayed application is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. The motion to remand is also considered and DENIED as moot.

Cavanagh, J., would grant leave to appeal.
