On order of the Court, the application for leave to appeal the September 23, 2020 order of the Court of Appeals is considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. The motion to amend is GRANTED, to the extent that the defendant seeks to amend the substance of his application, and it is DENIED in all other respects.
