On order of the Court, the motion to extend time is considered, and it is DENIED as moot. The motion to amend and correct is considered, and it is GRANTED. The delayed application for leave to appeal from the July 6, 1999, decision of the Court of Appeals is also considered, and it is DENIED, because we are not persuaded that the question presented should be reviewed by this Court.
