On order of the Court, the motion for immediate consideration and the motion to file an amicus curiae brief are GRANTED. The application for leave to appeal the May 5, 2017 order of the Court of Appeals is considered. We DIRECT the Attorney General to answer the application for leave to appeal within 28 days after the date of this order. The motion for stay is GRANTED. We ORDER that the previously scheduled trial not occur until the completion of this appeal.

The application for leave to appeal remains pending.
