On order of the Court, the application for leave to appeal from the July 2, 1999 order of the Court of the Appeals and the motion for peremptory reversal are considered. The application for leave to appeal is DENIED because we are not persuaded that the questions presented should be reviewed by this Court. The motion for peremptory reversal is DENIED as moot.
