INCOMPETENTS AND DELINQUENTS, § 16 — action charging that child was neglected to be carried on by state's attorney. Action charging that child was neglected and dependent, being people's ease, should properly have been carried on by state's attorney of county in impartial manner, and not turned over to special prosecutor.
