OFFICERS AND PUBLIC EMPLOYEES, § 27 — classification in connection with promotion of city civil service employees. Where civil service commission's rule provided that no person should be eligible for promotion from a position in any rank or grade to fill a vacancy in next higher rank unless position in which he was employed at time of examination was in same branch and class of service as position to be filled, commission could not, by classifying position of operator of combination truck and air compressor units in water pipe extension division of department of public works of City of Chicago in same branch, class and grade in which hoisting engineers were classified, render eligible for the position motor truck drivers and chauffeurs, who were classified in a different and lower class and grade.
