MANDAMUS, § 57 — when holding of promotional examination is within discretion of civil service commission. In mandamus suit to compel civil service commission to hold promotional examination for the position of "engineer custodian" of the board of education, held, under the circumstances, that question of holding promotional examination was matter within discretion of commission (Ill. Rev. Stat. 1941, ch. 24 1/2, par. 47; Jones Ill. State. Ann. 23.048).
