On order of the Court, the motions to add issues and to add additional federal citations are considered, and they are GRANTED. The delayed application for leave to appeal from the January 8, 1999 decision of the Court of Appeals also is considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.

The motion to compel enforcement of discovery order and the motion for appointment of counsel also are considered, and they are DENIED.
