On order of the Court, the applications for leave to appeal from the July 19, 2001 decision of the Court of Appeals are considered, and they are DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. The motions for immediate consideration, for peremptory reversal, and to remand are considered, and they are DENIED.
