On order of the Court, motions to add issues are considered and they are GRANTED. The delayed application for leave to appeal from the August 31, 1999, decision of the Court of Appeals is also considered, and it is DENIED, because the defendant has failed to meet the burden of establishing entitlement to relief under MCR 6.508(D). The motion to remand for an identification hearing is DENIED as moot.
