AUTOMOBILES AND MOTOR VEHICLES, § 10.6 — when issuance of city licenses could not be compelled by mandamus. Writ of mandamus to compel issuance of city licenses for operation of automobiles in livery business would be denied where plaintiff, by failing to bring himself within terms of ordinance requiring application to be made by owner of vehicles and by failing to contradict testimony as to unsatisfactory condition of vehicles, did not establish a clear right to relief sought.
