BY ORDER OF THE COURT:
Petitioner's motion to lift stay and grant the petition for writ of prohibition is granted to the extent that the court lifts the previously entered stay. Additionally, the respondent's motion to lift stay is granted. The petitioner's motion to grant the petition for writ of prohibition is denied.
Petitioner's petition for writ of prohibition is denied.
