Upon consideration of petitioner's motion for leave to proceed in forma pauperis, petitioner is deemed insolvent and may proceed in forma pauperis for purposes of this cause.

Following review of the petition for writ of certiorari, it is ordered that said petition is hereby denied on the merits.
