Pan American Airways Corp. ("Pan Am") brings this action against Pease Development Authority and its individual members (collectively, "PDA"), seeking damages for alleged violations of its constitutionally protected right to equal protection. See generally 42 U.S.C. § 1983. Pan Am also advances several state common law causes of action against PDA, as well as Executive Hangar, LLC, two of Executive's members, and those members' subsidiaries (collectively, "Executive"), over which it asks the court to exercise supplemental jurisdiction.
