On order of the Court, the motion to consolidate and the delayed applications for leave to appeal from the October 23, 2000 decisions of the Court of Appeals are considered. The motion to consolidate is GRANTED. The delayed applications for leave to appeal are DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.
