Per Curiam:

Mr. David Nicol appeals, pro se , from the judgment of the Circuit Court of Cole County, Missouri, dismissing his petition for judicial review of an administrative child support decision and denying his petition for writ of prohibition for failure to state a claim. Because a published opinion would have no precedential value, a memorandum of law has been provided to the parties. The judgment is affirmed. Rule 84.16(b).
