Upon consideration of the Motion of 24 States for Leave to File an Amicus Curiae Memorandum in Support of the Commonwealth of Massachusetts, the District of Columbia, and the States of California, Connecticut, Iowa, Florida, Kansas, Minnesota, Utah and West Virginia, it is hereby ORDERED on this 20 of March 2002, that this Motion is GRANTED
