The judgment of the Superior Court and the decision of the medical malpractice tribunal in favor of the defendant are vacated, and a new decision is to be entered that the plaintiffs' offer of proof as to the defendant is sufficient to raise a legitimate question of liability appropriate for judicial inquiry.
