Affirmed. See, rule 7A(1); Cole v. Blum, 262 Neb. 1058, 637 N.W.2d 606 (2002) (when named defendants have no power to affect plaintiff's rights, such action fails to present justiciable controversy). See, also, Johnson v. Kenney, 265 Neb. 47, 654 N.W.2d 191 (2002) (Legislature did not intend that good time credit under Neb. Rev. Stat. § 83-1, 107(1) (Reissue 1999) would apply to reduce mandatory minimum sentences imposed on habitual criminals under Neb. Rev. Stat. § 29-2221 (Reissue 1995)).
