ORDER

Michael F. Gadola, Chief Judge, acting under MCR 7.211(E)(2), orders:

The motion to extend the time for paying the initial partial filing fee is DENIED. To proceed with this appeal, appellant shall pay the $138 initial partial filing fee and refile his returned pleadings as required by this Court's March 11, 2024 order within 21 days after the date of the present order. Failure to do so shall result in the appeal not being filed in this Court and appellant not being responsible for paying the filing fee.

The motion to consolidate this appeal with Court of Appeals Docket Number 369768 is DENIED without prejudice to a new motion to consolidate being filed if leave to appeal is granted in the present file.

The motion to waive the filing fee for the substantive motions is GRANTED.
