Petition for writ of certiorari granted. Motion for stay granted subject to filing by petitioners of a cash or surety bond with the Clerk in principal sum of $1500 conditioned upon their joint and several promises to pay costs and damages that respondent and abutting landowner may sustain by reason of entry of stay if petition shall be resolved against them.
