Perrin, 292 So.3d 808, 812 (Fla. 4th DCA 2020) ("Employee's complaint alleged that he had a right to proceed with his grievance under the multistep process articulated in Article 29 of the CBA, that he contacted the City to participate in arbitration, and that the City declined to arbitrate. . . . [T]he Employee's complaint arguably contained an unfair labor practice charge under the exclusive jurisdiction of PERC." (citations & footnote omitted)).
