Per Curiam.

In accordance with Florida Rule of Appellate Procedure 9.040(c), this proceeding is hereby converted to an appeal. See Whisner v. Moore , 825 So. 2d 420 (Fla. 1st DCA 2002) (reviewing by appeal an order disposing of a petition which was partly reviewable by appeal and partly reviewable by petition for writ of certiorari). The Court treats the petition for writ of certiorari as invoking the Court's appellate jurisdiction and treats the petition as the initial brief.

The Court summarily affirms the lower tribunal's August 20, 2021, Order Denying Petition for Writ of Mandamus. See Fla. R. App. P. 9.315(a).
