Ordered that the judgment is affirmed, without costs or disbursements.

The proceeding was properly dismissed inasmuch as the petitioner did not exhaust all possibilities of obtaining relief through administrative channels before seeking judicial review (CPLR 7801; Watergate II Apts. v. Buffalo Sewer Auth., 46 N.Y.2d 52; Matter of Frumoff v. Wing, 239 A.D.2d 216).
