Judgment unanimously affirmed, without costs or disbursements. Even if we assume that judicial review is not precluded by the provisions of subdivision 3 of section 76 Civ. Serv. of the Civil Service Law, we conclude that the determination of the Civil Service Commission was not shown to be contrary to law or arbitrary.
