Motion for leave to appeal to the Court of Appeals on a certified question. Motion granted, without costs. The court certifies that a question of the law has arisen which in its opinion ought to be reviewed by the Court of Appeals, which question is hereby certified as follows: "Under the facts in this case, does the Board have the power and jurisdiction to reopen the claim against the Special Fund for Reopened Cases under the Compensation Law?"
