Application pursuant to article 78 of the Civil Practice Act to compel compliance by respondent with the provisions of section 451 Educ. of the Education Law in reference to preparation of plans and specifications for school buildings in the city of New York. Final order granting reargument and on reargument denying appellants' motion and dismissing their petition, unanimously affirmed, without costs. No opinion.
