Judges FULD, VAN VOORHIS and SCILEPPI dissent and vote to reverse the order and to dismiss the petition upon the ground that the evidence adduced does not rise to the minimal standard of entirely satisfactory evidence as required by the courts in this type of proceeding, for the reasons stated in the dissenting opinion at the Appellate Division.
