Determination of the New York State Liquor Authority unanimously modified, on the law and on the facts, to the extent of dismissing Charge 1 as duplicative and reducing the punishment which we find excessive to a suspension of 15 days (CPLR, § 7803, subd. 3; § 7806; Matter of Mitthauer v. Patterson, 8 N.Y.2d 37, 42) and, as so modified, confirmed, without costs.
