Order unanimously reversed, with $20 costs and disbursements to petitioners-respondents, and determination of the State Liquor Authority annulled, not on the merits, but on the ground of lack of proper procedure, and the proceeding remitted to respondents for further proceedings on the authority of Matter of Barry v. O'Connell ( 303 N.Y. 46, 51) and Matter of Scudder v. O'Connell ( 272 App. Div. 251). Settle order on notice.
