On review of submissions pursuant to rule 500.2 (b) of the Rules of the Court of Appeals (22 N.Y.CRR 500.2 [b]), judgment affirmed, without costs. There was substantial evidence to support the authority's determination (see Matter of Collins v Codd, 38 N.Y.2d 269, 270-271).
