This case was continued from the Court's June 20, 2023, San Diego, California trial session and jurisdiction was retained by the undersigned.

On July 31, 2023, the Commissioner filed a status report indicating that petitioner Nicole L. Martin is still waiting for third-party information that would resolve the last remaining issue in this case. Upon due consideration, it is
