On order of the Court, the application for leave to appeal from the August 31, 1999, decision of the Court of Appeals is considered, and it is GRANTED. Among the issues briefed, the parties shall address the source of this Court's authority to adopt the change-of-domicile factors set forth in D'Onofrio v D'Onofrio, 144 N.J. Super. 200 (1976), or any other factors for the purpose of considering a custodial parent's request for an out-of-state change of domicile. The parties shall also address the applicability of MCL 722.27(1)(c); MSA 25.312(7)(1)(c), MCL 722.23; MSA 25.312(3), and MCR 3.211(C).
