For the reasons discussed in the consolidated case of Joseph Marie et al. v. Rapides Parish Police Jury, et al., 98-77 (La.App. 3 Cir. 6/17/98), 717 So.2d 1187, the judgment of the trial court is affirmed, costs of this appeal are assessed to the appellants.

AFFIRMED.
