ORDER


Respondents Lawrence and Carolyn Levine have filed a motion requesting leave to file a sur-reply to the petitioner' s reply memorandum on attorney's fees, which is due March 22, 2002. (Docket No. 181) This motion is GRANTED. By April 12, 2002, the respondents may file a sur-reply on the issue of attorney's fees that addresses only the following:

1. the Declarations of Mexican Counsel (Docket No. 177, 178), which were filed after the respondents' Response and Objections (Docket No. 170),
2. any new matters raised in the reply to be filed by the petitioner that were not raised in the initial motion for attorney's fees.

The respondents' Second Motion for Leave to Conduct Discovery (Docket No. 182) is DENTED.

It is so ORDERED.
