This judgment is issued pursuant to the court's order and findings dated April 13, 2004.

It is therefore ORDERED, ADJUDGED, and DECREED that Petitioner's petition for habeas corpus is hereby denied, and this action is dismissed with prejudice.

It is further ORDERED that the clerk of this court shall transmit a copy of this judgment and a copy of the court's order of April 13, 2004, accepting the Findings, Conclusions, and Recommendation of the United States Magistrate Judge, to the parties.
