By the charter, the commissioner's powers over bridges other than the New York and Brooklyn bridge, are those of construction, repair, maintenance and management, and this specification by ordinary statutory construction, limits and excludes other bridges. (See Manhattan Bridge Three-Cent Line v. Third Ave. R. Co., 154 App. Div. 704. ) In such legislative grants of a right to exact fares, nothing should depend on mere implication.
