    To the extent that our review involves statutory interpretation, our standard of review is de novo and our scope of review is plenary. Ghaderi v. State Board of Osteopathic Medicine, 302 A.3d 240, 244 (Pa. Cmwlth. 2023). When interpreting a statute, our goal is to ascertain and effectuate the General Assembly's intent, and the plain language of a statute is, as a general rule, the best indicator of that intent.
